The Vietnam Academy of Science and Technology (VAST), a Governmental agency, evolved from the previous Vietnam Academy of Science which was set up based on Decree 118/CP dated 20 May 1975 by the Council of the Government (or the Government now). VAST realises the basic functions of studying natural sciences and developing technologies based on key orientations by the State, in order to provide scientific ground for scientific and technological management, for the building of policies, strategies, planning and plans on socio-economic development, and for the training of high-quality scientific and technological human resources for the country according to relevant laws. VAST, a leading scientific and technological agency of the country, plays a leading role in the national scientific and technological system, and conducts basic research on natural sciences and comprehensive and high-standard technological development. VAST is always ready for its high-standard technological and scientific potential to satisfy arising issues in factual situations and train high-standard human resources for the country. Vietnam Academy of Science and Technology has 30 National Institutes and 7 Non-academic Units (Vietnam National museum of Nature, Publishing house for science and technology, Institute for Scientific Information, Center for Training, consultancy and technology transfer, Center for Information Infrastructure Development, Center of technology development assistance and service, Center for Food technology and technique development), 9 State-Own companies, over 20 production unions and 35 Units of Institutes. All of these are main in Ha Noi, Ho Chi Minh city, Hai Phong, Nha Trang, Da Lat, Hue.
Science and Technology could not develop in isolation. International co-operation and assistance are integral parts of science and technology development.
In order to strengthen scientific co-operation, the Vietnam Academy of Science and Technology (VAST) has established linkages with several important science and technology institutions both in formal and informal ways. VAST has built co-operation networks and carried out many joint projects with foreign partners. VAST strongly supports for scientists, staffs and students in academy exchange, especially with research institutions in Europe. In 2010, there have been many delegations from academies, scientific institutions and international scientific centres to VAST. VAST has closed relationship with scientific institutions from Russia, France, Germany, Italy, Spain, Japan, Korea, China, United States, England, Belgium, Australia, New Zealand, Belarus & Ukraine … The total number of foreign delegations to VAST is 1291, the total of VAST delegations going abroad is 1089 (20.5% for study, 27.5% for meeting, 43.5% for scientific exchange, and 8.5% for other purposes). In 2010, sixteen international cooperation activities have been accomplished and 21 activities are slated for approval. VAST approved the list of 50 new proposals to be discussed with partners and selected activities for the period 2011-2012. The International Cooperation Department (ICD) of VAST is always a link between VAST‟s institutes and overseas partners. Looking for promising, financial overseas partners, projects bilateral activities, scholarships, Master and Ph.D. training courses is a most important task of ICD. Recently, VAST & partners in Europe, Asia has closed cooperation in capacity building, e.g. M.Sc., Ph.D. and post-doctoral training, research experience exchange. In 2010, VAST organised a number of international conferences, seminars and workshops, noteworthy meetings were the seminar between VAST and Spanish Council for Scientific Research (CSIC), seminar on introduction of post graduate scholarships from DAAD, DFG (Federal Republic of Germany).
